Honestly, the big differences come down to connectivity and future-proofing. If you want to take full advantage of the latest graphics cards and storage, go for the X870E. If not, save some money with the B650. The RAM differences also won’t be huge unless you’re pushing it hard. In terms of coolers, both are more than enough, but the ARCTIC one is definitely more performant if you plan on overclocking. For storage, the 990 Pro is definitely the better pick due to its tech and performance.
You shouldn’t really need the X870E unless you’re planning serious gaming with multiple GPUs. There are also other good boards out there if you're looking on a budget. For RAM, 32GB works for most applications; consider if you really need more. The A620 cooler is solid for basic setups, while the ARCTIC should be reserved for heavier workloads. For power supplies and storage, the Samsung drive is the way to go if you want something with better durability and speed.
