Is a UPS necessary for managing high voltage issues with my laptop?

I've noticed that the voltage in my area is often around 280V, which seems way too high. I'm thinking about getting an uninterruptible power supply (UPS) specifically to lower this voltage, since my laptop has a power adapter that requires 230W. I really doubt that surge protectors would help in this situation. Is a UPS the right choice, or are there other options I should consider?
