Why Aren’t My Laptop Fans Increasing Speed When Under Load?

I'm having an issue with my HP Victus laptop where the fans are stuck at a constant speed of around 2700 RPM, even when the CPU temperature spikes to nearly 100°C during gaming. I've been monitoring the temperatures and noticed that while the GPU remains cool, the CPU gets really hot. I dual-boot with Windows, and although I sometimes experience similar issues there, the fans actually ramp up when things get hot. I tried setting the CPU frequency limit using some commands, and that seemed to help with the temperatures temporarily, but the fans still don't respond when the system is under stress. I've looked for a fan control app, but it seems like HP might have embedded some controls in the BIOS that aren't accessible. Has anyone else faced this issue with HP laptops? Any suggestions on how to fix it?

You might want to try "coolercontrol" to see if it can manage your fan speeds. Also, definitely check the BIOS settings—there could be fan control options available there. I've got an HP Omen, and I was looking into similar fan issues just last week.
