I recently upgraded from an iPhone 15 Pro Max to an iPhone 17 Pro Max, but I downgraded my internal storage from 1TB to 512GB. Currently, my phone is in the middle of the restore process, which I suspect is the cause of my issues. It shows that my 512GB is almost full (95% taken up by photos), and while I'm planning to delete some of these photos soon, it says I still have 223GB left to download. I'm worried about what will happen once my phone realizes that it can't accommodate that extra data. At the moment, I'm unable to free up any space by deleting photos because they still show as stored. I have 2TB of iCloud storage backing me up, so I'm not anxious about losing my photo gallery; I just want my new phone to be functional. To make matters worse, I'm writing this from my iPad because my iPhone keeps crashing every time I try to open an app, except for iMessage. I've tried deleting apps and restarting, but that hasn't helped. The 'Optimize Storage' setting for photos is enabled, and my phone is plugged in and connected to WiFi. Also, how long should I expect this restore process to take? Should I consider heading to the Apple Store for assistance?

When exactly did you start the restore process? If it’s been a long time without progress, it might be worth letting it just sit and finish restoring. Sometimes it just takes ages. In the past, I encountered similar issues where it stalled completely. If you’ve been waiting for hours, consider doing a hard restart. That often fixes stalled updates.
Yes, that's it! Just hold the power button until you see the option to turn it off, wait a bit, and then turn it back on. Sometimes that’s all it takes to nudge things along.
If you have iCloud Photos turned on, that can really help with space issues. It keeps smaller versions of your photos on your device and saves the originals in iCloud, which drastically cuts down local storage usage. My own iCloud Photos library is about 150GB, but on my iPad, it only takes up 10GB. Just be patient with the restoration; it’s designed to download the originals as needed without affecting usability much.
Yeah, I have it enabled too, and it sounds like it’s working fine, but I wonder if the restore process is hindering things right now. Maybe once it’s fully done, it’ll manage the storage better.
Thanks for the tips! I'm hoping that the iCloud optimization kicks in once the restore is complete.

What do you mean by a hard restart? Is it just holding down the power button for a while? I really don’t want to erase everything and start fresh if I can avoid it.
