I thought I'd see some improvement in clock speeds, but it seems like nothing has changed. According to HWinfo, my max clock speed can go up to 4.8 GHz, but during Cinebench benchmarks, it stays locked at 4.2 GHz. What else can I check or adjust?

It's normal for all-core speeds to be lower than the advertised single-core boost speeds. The 4.2 GHz you're seeing might just be the limit your CPU can hit on all cores without bumping up the voltage.
