I recently reset my phone because my Face ID was malfunctioning, and I got stuck in a loop where I couldn't access it afterward. This led to a complete reset, resulting in the loss of about 3000 photos. I tried using iCloud, but nothing was backed up. Also, most recovery apps I found are paid and I can't afford them. Is there any way to recover my lost pictures?

I'm really sorry this happened to you. Stories like yours are exactly why I don’t rely on iCloud for my photos. I always import my photos into my MacBook, which I back up regularly. This way, I can clear my phone’s memory without worrying about losing anything permanently. It's a much safer method if you're an iPhone user.
Unfortunately, if you didn’t use iCloud backup or any other kind of backup, those pictures are likely gone for good. On the upside, you saved that $0.99 on iCloud! Just remember, Apple did send out warnings about backups, so it's not really their fault here. If you had enabled iCloud Photos before running out of storage, you might have some in there. Otherwise, be cautious of those recovery websites; they usually end up costing you money with no real recovery options.
I hate to say it, but without prior backups—be it iCloud, another cloud service, or saving them to a computer—there's really not much you can do now. Recovery programs might promise results, but they're unlikely to actually succeed in this scenario. Think about how scary it would be if they could recover everything without proper permissions!
