75°C isn't too hot for a GPU, but the low usage during gameplay is a bit odd. It can depend on the type of game you're playing. If you used to have GPU usage around 80-95% and now it's dropped to 30-50%, it could be due to a number of factors. Make sure you've updated your drivers, and check thermal throttling as it could be limiting performance due to heat. Also, lowering graphics settings might help to see if that stabilizes usage.
