I'm having some serious stuttering issues with my PC while gaming. Here are my specs: I'm using an Asus B760 DDR4 WiFi motherboard, paired with an RX 7800 XT GPU, an i5 13600K CPU, and 32GB of Kingston DDR4 RAM running with XMP enabled. My power supply is a Corsair RM 1000x. It seems like most games, especially multiplayer ones, have horrible stuttering — my FPS drops significantly and the games feel choppy. Oddly enough, I can run some single-player games just fine, like the Resident Evil remakes, but titles like Roblox and GTA V multiplayer are unplayable due to it lagging every few seconds.
I've already tried a ton of fixes like changing BIOS settings, turning off certain Windows features, updating everything (including BIOS and drivers), using DDU, and even going back to older drivers. I've also been checking my temperatures and none of my components are overheating. The only thing I've noticed is that my CPU reaches 100% and thermal throttles in some games, even though I recently applied thermal paste and have a solid cooler, an Arctic Freezer 34 Duo. I'm really at a loss for what could be causing all this.

It sounds like you might have a few things going on here. First, make sure to check your storage devices with CrystalDiskInfo to see if there's any issues there. You might also want to run Prime95 to stress test your RAM. Just for clarity, did these stuttering problems start suddenly, or have they always been an issue since you built your PC? Also, keeping an eye on CPU and GPU usage while gaming could help identify if there's a bottleneck in performance.
I can relate! I had similar stuttering issues even after troubleshooting everything possible. It was frustrating, but I found that any background processes or overlays from software can really mess with performance. Just double-check if you have any unnecessary programs running that might be causing the stutters.
