Is the 4060 a Worthy Upgrade from the 2070 Super?

I'm considering upgrading my gaming setup and have the chance to buy a new PC for $400. Currently, I have a 2070 Super, which has handled everything I've thrown at it pretty well, except it struggled a bit with Borderlands 4 on release. I'm wondering if the 4060 would be a better option, even though I've heard mixed reviews about it. Also, my current CPU is an i7-9700, and the new PC has a Ryzen 7 5700 – is that an upgrade worth making?

I've gone through the 2070 Super, to a 3070, and then to a 4060 — honestly, the 4060 felt quite underwhelming. I'd recommend saving for a better option if you can!
