I found out someone in another country used my Gmail to create an Apple account, but I can still access my email. The issue is, I can't fully regain control because they changed the security questions. This is frustrating since I've never used any Apple products or services before. I can reset the password through my email, but that doesn't help since access to the account is still blocked. I really need to get in touch with Apple Support directly, but the automated options aren't helping at all.

It's possible that the person who created the Apple account just mistyped your email. Gmail doesn't treat dots in email addresses as unique, meaning someone could set up a similar account and think it’s theirs. Just give it time; they might realize it's not actually their account soon enough.
You should definitely change your Gmail password right away, just to be safe. There’s a chance that the notifications you're getting could be a phishing scam, trying to get your information. Keep an eye on your security and don't click anything suspicious!
