Why Are My 0.1% Low FPS Drops in Gaming?

I'm running an R7 7700x with a 9070 GPU and 32GB of DDR5 RAM at 6000Mhz, powered by a 750w PSU. I've undervolted the CPU to -30 using curve optimizer and also adjusted the GPU to -70mv with -10 power. While playing a 2K single-player game at 120FPS, I've noticed that my CPU usage hovers around 30%, GPU at 90%, and RAM usage at about 14GB. I have most settings on high with ray tracing enabled and FSR 3 set to balance. Although I've capped my frame rate at 120fps, my 0.1% lows fluctuate between 90-100fps, and occasionally dip down to 60-70fps. Is this normal behavior for my setup? What steps can I take to improve or prevent these low FPS spikes?

Those drops are usually pretty typical, especially because your CPU does need to refresh its cache from time to time. A lot of folks don’t even notice it! Interestingly, the X3D CPUs handle cache differently and are known for smoother performance in some cases. But honestly, is the drop really bothersome for you, or are you just keeping an eye on benchmarks?

Honestly, you might want to just ignore the numbers sometimes. If you're getting smooth gameplay, that's what really counts. Have you noticed any gameplay issues while you're playing? If not, it may just be the metrics causing you unnecessary stress.

A lot of low FPS issues can actually be related to the game engine rather than hardware. What game are you playing? For instance, in Fallout 4, I can run it smoothly at 144hz in 4K, but when I enter busy areas or build a lot of structures, performance dips. It's not always about your setup; sometimes it's just how the engine handles things.
