Lately, I haven't been able to hit 240 FPS in CS:GO, and I want to maximize my FPS for CS and hopefully run GTA 6 smoothly when it drops. Any suggestions on what parts I should consider upgrading?

It sounds like your CPU might be the bottleneck, especially if you're gaming at 1080p. Upgrading to a faster CPU would definitely help, but you'll also need to update your motherboard. I recommend looking into getting 16GB of RAM to improve your performance overall too.
If there's a Microcenter nearby, you could find a good deal on an x3d bundle, or you can grab a Ryzen 5500x3d for under $100 online. Pairing it with 16GB of RAM should really boost your gaming experience. Your GPU seems pretty solid, so it should still hold up well with an upgraded CPU.
I found a Ryzen 5 5600 for about $140 and an ASRock B550M-ITX/ac Mini ITX Motherboard for around $100, plus getting an additional 8GB of RAM for $50-60. This could be a good path for you!
