I'm working with a 1,200-page answer sheet PDF for a textbook, but it doesn't have a table of contents. This makes it really tough to find answers because I have to scroll endlessly. I'm looking for a way to create a table of contents in the PDF file that's accessible through my PDF viewer, whether or not it appears as a physical page. One straightforward method is to convert your PDF into a Word document. After that, you can use headers to generate a table of contents and then save it back as a PDF. This is actually the recommended approach by Adobe.

You can typically just open the PDF in Word, and it does a pretty good job of converting it without too much hassle.
