Can I Install Windows Directly on a Hard Drive for a Mini PC?

I'm selling a mini PC that I can't power on since I lost the cable, and the drive has been wiped clean. The buyer wants Windows installed on it, but I'd rather not send my USB drive along with the PC. Is it possible to connect the hard drive to my own PC and install Windows directly onto it?

Nope, it’s best if the buyer handles the installation themselves. Plus, without the power cable, how are you planning to verify the installation? That would be tricky.
