I'm trying to help my parents watch movies on their old LCD TVs since they don't have smart capabilities or WiFi. The TVs have USB ports and a source button that detects USB, but the menu only supports "motion JPEG, 320x240, 30fps format". I've converted some movies to that format, switching them from .mp4 to .mov, but despite the USB being recognized, the movies don't play. Has anyone else run into this problem?

Those old USB ports on TVs were often more for photos back in the day. Playing videos on older models can be hit-or-miss due to outdated tech. Consider easier alternatives for movie viewing!
Your parents' TVs are likely too outdated to support the video codecs of the files you're converting. A quick fix could be to get an Android box or a streaming device to play those movies instead.
To save time, it might be better to hold off for now and consider buying a newer TV. You can find decent ones for a reasonable price nowadays, plus you’ll avoid losing any of your video files during conversion mishaps.

.mov files often don't work on most TVs. You should try converting your movies to .mkv or .avi formats instead!
