I submitted a request to raise a service quota to a reasonable level, but I still haven't received any response after nine days. I'm using the Basic support tier and only need help with the quota increase, so I'm unsure why the request is handled through support or whether the lower support tier is affecting the response time. Has anyone else experienced this delay? We're also considering moving some workloads to Azure, where quota requests have generally been handled more quickly for us.

Before switching providers, check the request details and make sure the service, region, target quota, and business justification are clearly specified. If all of that is present, this sounds more like a stalled request than a normal Basic-support turnaround. Following up through the existing support case would be reasonable.
The timeline depends heavily on what you’re requesting. GPU quotas, certain regions, and large increases may require additional review, and newer accounts can face stricter checks. Still, you should normally receive some kind of status update rather than hearing nothing for nine days.
Nine days without even an approval or rejection is unusually slow. In my experience, quota requests are often resolved within 48 hours, and three or four business days would be a more typical upper end, even on a basic support plan. The exact service, region, requested quota, and your current usage can all affect the review.

That’s the frustrating part—I haven’t received any response at all, not even a request for more details or a rejection.
