Why would public Wi‑Fi in this kind of building be limited to that speed? Is 3 Mbps typical for a courthouse or similar public environment, and would it be enough for activities such as streaming? The 200 people in your room may not be the whole user base. Multiple wireless access points throughout the building can share the same internet connection, potentially serving employees, visitors, and people in other rooms. Even if each access point works well locally, the building’s connection to the outside world can become the bottleneck. It’s similar to several sprinkler zones drawing from one limited water supply—the more zones running, the less pressure each one gets.
It may also be a matter of prioritization. The building’s network likely supports court operations and staff first, while public Wi‑Fi receives a limited share so visitors cannot interfere with essential work. The actual limit could come from the internet service plan, network configuration, wireless conditions, or all three—not necessarily from a deliberate 3 Mbps cap.
The main reason is probably to keep a few people from monopolizing a shared connection. Public Wi‑Fi is often provided as a courtesy for basic tasks like checking email or looking something up, not as a dedicated high-speed service for everyone to stream video or download large files. A speed cap helps keep the network usable for more people at once.
A speed test doesn’t always show the total capacity of the building’s connection. It only measures what your device can use at that moment. The result could be affected by other users, the wireless signal, the access point, or the Wi‑Fi standard being used.
