Apple’s account recovery process normally verifies the trusted phone number first. Depending on what you selected during the request, Apple may notify you through that number or use another reachable number that you provided. However, a locked account is not always handled exactly like standard account recovery. After the stated 24-hour period has passed, try signing in again even if you never receive an email. Apple’s support guidance for locked accounts explains that checking the sign-in status may be the next step.

The recovery instructions and locked-account instructions can differ, so the absence of an email doesn’t necessarily mean the request failed. Wait the full period, then attempt to sign in and follow whatever message appears.
