After nearly 20 years, I'm planning a new gaming-focused PC. My priorities are low noise, good cooling, reliability, and sensible long-term value rather than RGB or appearance. The current parts list is an AMD Ryzen 7 9800X3D, Noctua NH-D15 G2 cooler, PowerColor Red Devil RX 9070 XT or a less expensive model, Gigabyte B850 AORUS Elite WiFi7 or a higher-quality alternative, 32GB of DDR5-6000 CL30 memory, a 2TB WD Black SN850X, a Seasonic 1600W Titanium PSU or possibly a smaller 1000W unit, and a Fractal Design Torrent case. I'd appreciate practical criticism of the component choices. In particular, I'm unsure whether the expensive NH-D15 G2 is worthwhile compared with cheaper air coolers, whether the Red Devil offers enough benefit over the XFX Swift, Sapphire Pulse, or PowerColor Hellhound, and which motherboard would offer the best VRM quality and reliability without choosing ASUS or ASRock. I'm also deciding between DDR5-6000 CL30 kits with 38-38-96 and 36-36-96 timings, and between the Samsung 990 Pro and WD SN850X. Finally, I'm looking for a quiet, compact 1000W-class PSU that fits the Torrent comfortably; the 1600W model may leave too little room for the power cable. Is this build unnecessarily over-engineered, and where would you save money without compromising gaming performance or noise levels?

The motherboard is unlikely to bottleneck a 9800X3D or a single RX 9070 XT. Focus on the features you will actually use: networking, M.2 slot layout, USB connectivity, BIOS quality, and warranty support. A mid-range B850 board with a competent VRM is enough for a gaming system; an expensive X870E board only makes sense if you need its extra connectivity or expansion. For memory, DDR5-6000 with EXPO is the sensible target. The difference between the two CL30 timing kits will be minor, so choose based on price, motherboard compatibility, and a useful return policy. Two terabytes is a reasonable starting point, but adding another drive later is easy if your game library grows.
For a quiet PC, component efficiency matters less than the fan curve and the temperature targets you choose. Modern CPUs and GPUs are designed to run at high temperatures, so there’s no need to force everything to stay unusually cool. Set a gradual fan curve and avoid letting the fans ramp aggressively; the large fans in the Torrent should help with that. A premium Titanium PSU does not automatically mean it will be quieter, and a properly built 850W or 1000W Gold or Platinum unit is likely a better fit than a huge 1600W model. Check the PSU’s physical length and cable bend clearance carefully before buying.
Several parts are far more expensive than they need to be. A Thermalright Phantom Spirit or Peerless Assassin is usually within a few degrees of the NH-D15 G2 at similar noise levels, while costing a fraction as much. The 9800X3D is already a strong gaming choice, and 32GB of DDR5-6000 CL30 is perfectly reasonable; the tighter subtimings are unlikely to make a noticeable difference with an X3D processor. The SN850X and 990 Pro are also excellent, but a cheaper good-quality PCIe 4.0 drive will feel the same in games. For the graphics card, pay for the cooler and noise level only if those matter to you—the small performance differences between 9070 XT models generally do not justify a huge premium. A quality 750–850W PSU should be sufficient for this system, so 1600W is unnecessary unless you have an unusual upgrade plan.

That makes sense. I’ll compare the Thermalright coolers and reconsider the motherboard, PSU, RAM, and graphics card instead of automatically buying the most expensive versions. I still like the Torrent because I’m specifically prioritizing airflow and air cooling, but I agree that the overall build may be spending too much on small differences.
