Is the Ryzen 7500X3D and RTX 5060 Ti a good combination for my first gaming PC?

If you want to play at 1440p, the 8GB version of the 5060 Ti may be limiting in some newer games. The 16GB model would be safer, but if an RX 9070 is only slightly more expensive where you live, it offers considerably more graphics performance and would be the better long-term choice for 1440p.

For 1080p gaming, especially competitive shooters, this setup should deliver very high frame rates. The processor is strong enough to keep up with the graphics card, so it should feel like a major upgrade from a console.
