My workplace relies on walkie-talkies, but the issued units are unusually large and heavy. The receive icon with no audible sound could indicate a mismatched tone, incorrect channel mapping, or a compatibility issue with the audio or signaling settings. It does not necessarily mean the transmitter is completely failing. Compare the actual frequency and CTCSS/DCS values from the radio documentation, and verify that both radios use the same mode and bandwidth.
If the existing units really are standard FRS radios, compatible replacement models should be available. If they are programmed business radios, you will need a radio that supports the same service and programming rather than simply another product advertised as license-free.
There are several categories of handheld radios. FRS units are low-power, license-free consumer radios. GMRS radios may share some channels but can have different operating requirements, while true commercial VHF or UHF radios are usually programmed for a specific licensed workplace system.
