I'm currently using a Ryzen 5 3600, RTX 3090, 16 GB of 3200 MHz RAM, a 1 TB SSD, and an RM850 power supply. I mainly play single-player and horror games on an older LG QHD monitor. For my next upgrade, should I keep my current AM4 motherboard and install a faster CPU, or save up for a complete AM5 platform upgrade with a new motherboard, DDR5 memory, and processor?

The most cost-effective upgrade is probably a Ryzen 7 5700X3D or 5800X3D. Either chip should give your RTX 3090 a much stronger gaming platform without requiring a new motherboard and memory kit. The 5800X3D is excellent, though the 5700X3D is often the better value if you can find it significantly cheaper.
Keep the motherboard and upgrade to an X3D processor. Your 16 GB of RAM may still work, but moving to 32 GB of DDR4 could help with newer games and general multitasking if your budget allows. Just make sure the motherboard BIOS supports the CPU you choose.
I’ll check the BIOS support and probably add another matching 16 GB kit if I upgrade the memory.
That makes sense. I was worried that moving to AM5 would mean replacing too many parts at once, so staying on AM4 may be the better option for now.
