I recently bought an RX 6800 XT, and while the GPU performs great, my i5-10400F seems to hold it back in games such as Cyberpunk 2077. At 1080p, GPU utilization can drop as low as 17% in areas with lots of NPCs, so I'm fairly sure the CPU is limiting performance. I currently have 32GB of single-stick DDR4-3200 CL22 memory. AM5 systems are expensive where I live, and selling my current RAM might only let me afford 16GB of single-stick DDR5-5600 CL46. I may also need to buy an SSD because Cyberpunk is currently installed on a hard drive. Would it make more sense to move to AM4 while reusing my DDR4, switch to AM5 with only 16GB of DDR5, consider another platform that supports DDR4, or just wait?

Avoid building an AM5 system around one 16GB stick of slow, high-latency DDR5. Single-channel memory can hurt gaming performance, and 16GB is already becoming restrictive in newer games. It would be better to wait, save for a 2x16GB kit, or choose a reasonably priced DDR4 upgrade instead of sacrificing memory capacity and bandwidth.
Before spending everything on a new platform, consider adding an SSD and checking whether your current memory setup is also hurting performance. A single 32GB stick runs in single-channel mode, so switching to two matching 16GB sticks could improve minimum frame rates. It won’t transform the i5-10400F into a high-end gaming CPU, but it may be a cheaper improvement while you save for a better platform.
If you can find a genuinely good bundle deal, AM5 is the more sensible long-term choice because it leaves room for future CPU upgrades. However, don’t force the purchase at the cost of using only 16GB of single-stick DDR5. A solid DDR4-compatible upgrade is fine as a budget solution, while waiting is also reasonable if none of the options fit your local prices.
Since you play at 1080p and are seeing GPU usage fall dramatically in busy areas, a CPU upgrade should help. A stronger processor on a DDR4-compatible platform could give you a substantial improvement without replacing your memory. Just check motherboard and BIOS compatibility before buying, and compare the total CPU-plus-board cost rather than focusing only on the processor price.
At higher resolutions or very demanding visual settings, the RX 6800 XT would become more of the limitation, but at 1080p your reported GPU utilization strongly suggests a CPU bottleneck in those scenes.
That’s my main concern with AM5 too. The platform has better future upgrade potential, but the initial system cost is difficult to justify if I have to settle for 16GB single-channel memory.
