Brand-new PC keeps looping back to the blue Windows recovery screen

My PC is only about three weeks old. I shut it down normally from the Windows desktop, but when I turned it on again, it began sending me to a blue startup or recovery screen. Any option I select seems to shut the computer off immediately, after which it returns to the same screen. The system shows ASRock during startup, and the recovery error code is 8007139F. I also received that code when trying to open Command Prompt. I'm hesitant to follow random automated troubleshooting instructions because I don't want to make the problem worse. What is the safest way to repair Windows or handle this with the seller?

First, check whether the blue screen shows a specific error message or code. The code 8007139F suggests the recovery environment is failing, so the built-in repair options may not be enough. Avoid repeatedly forcing shutdowns or changing BIOS settings unless you know exactly what each option does.

Since the computer is only three weeks old, I would contact the retailer and request a repair, replacement, or refund rather than spending days trying to repair a potentially defective Windows installation. Keep the purchase details and document the error code and screen. The seller should explain the return or warranty process.

I do have an old external drive that contains Windows installation files, but I’m not sure how to use it, and the instructions I tried haven’t worked.
