I'm currently using a Ryzen 7 7700X with an RTX 5070, 64GB of DDR5 memory, and a 750W power supply. I'm considering an upgrade because of recent price changes and general fear of missing out. A nearby retailer has the Ryzen 9 9800X3D for $400, reduced from $480, or the Ryzen 7 7800X3D for $320, reduced from $450. I'm willing to pay extra for the 9800X3D if the performance gain is meaningful and it would help me avoid upgrading again for a long time. How large is the difference between these CPUs, and would either be a worthwhile upgrade from the 7700X for gaming at 1440p and around 60–120 FPS?

I’d hold onto the money and wait for a future CPU generation or until your current processor actually becomes a limitation. You’re already on AM5, so there should be worthwhile upgrade options later, and today’s X3D chips may become cheaper by then. FOMO is probably the only real reason to upgrade right now.
For your target of 60 FPS, or 120 FPS when the GPU can manage it, the 7700X is already plenty capable. At 1440p with an RTX 5070, you’ll usually be GPU-limited, so moving to either X3D chip may only add a few frames in many games. I’d keep the 7700X unless you’re playing CPU-heavy simulations or chasing very high refresh rates and better 1% lows.
If you want a noticeable gaming upgrade, putting the money toward a stronger graphics card would likely help more than changing the CPU. The RTX 5070 is the component most likely to determine your 1440p performance, while the 7700X should remain suitable for your frame-rate target.
The 9800X3D is faster than the 7800X3D, but the difference generally isn’t large enough to justify the extra $80 by itself. The 7800X3D would be more than enough for this system, although even that would be a relatively small upgrade from your current processor. Check benchmarks for the specific games you play before buying.
In some CPU-bound games the gap can be noticeable, but at 1440p the RTX 5070 will often narrow it considerably. The 7700X can even match or beat the 7800X3D in certain titles.
The 7800X3D is still an excellent gaming CPU, but being excellent doesn’t make it a worthwhile upgrade from a 7700X for a 60–120 FPS setup.
