I forgot the password for my Apple Account, and the Gmail address connected to it was deleted and now says the account doesn't exist. I've tried the available password-recovery options, including the ones on my iPhone, but none have worked. This is a secondary phone, and I'm now unable to download apps because it repeatedly asks for the Apple Account password. Is there any legitimate way to regain access or stop the password prompts?

Check whether the phone is still signed in to the account under Settings, especially under your name, Find My, and Media & Purchases. If you can access a trusted device, you may be able to change the password from there. Otherwise, contact Apple Support and provide proof of purchase if they ask for it.
It’s important to determine whether the missing password is for the Apple Account itself or only for Media & Purchases. Deleting the Gmail account doesn’t automatically delete the Apple Account, but it can prevent you from receiving recovery messages. If you can’t prove ownership through another trusted number or device, Apple generally won’t unlock the account.
Start Apple’s official account-recovery process using the Apple Account email or phone number. If you can’t verify ownership through a trusted device or phone number, recovery may take time or may not be possible. There isn’t a legitimate bypass for the password or activation protections.

I tried the recovery options, but none of them worked, so I’m not sure what other verification method I have left.
