I'm looking to replace my GTX 1070 and would like to stay under roughly $400, although I'm located in Denmark so local pricing and availability may vary. My system has a Ryzen 5 5600X, 32 GB of RAM, a Corsair 850E PSU, an ASUS ROG STRIX B550-F Gaming WiFi II motherboard, and a Corsair 4000D Airflow case. I mainly play Overwatch, Minecraft, The Sims 4 with lots of mods, indie games, and occasionally Red Dead Redemption 2 and GTA V. I'm open to buying used if that offers better value. What graphics cards should I consider?

I’d avoid spending close to $400 on a new 8 GB card in 2026. If you can stretch the budget, the 16 GB 9060 XT is the more worthwhile option. Otherwise, the used market could give you much better performance per krone, with cards such as an RTX 3080, RX 7700 XT, or possibly an RX 7800 XT depending on local prices and condition.
A used RTX 3080 is worth checking first. It would be a major step up from the GTX 1070 and should handle your games well, but make sure the card is tested, the temperatures are reasonable, and the power supply has the appropriate cables. Your 850 W PSU should be sufficient.
A 9060 XT would be a sensible upgrade. The 8 GB model may fit the budget, but the 16 GB version would be a better choice for keeping the card longer, especially with newer games and modded titles. Pricing in Denmark may push the 16 GB version above your limit.
