A power surge recently destroyed multiple IDF racks after it passed through inexpensive surge suppressors that did not appear to carry a UL 1449 listing. The equipment uses NEMA L5-20P plugs and needs NEMA L5-20R receptacles. If there truly is no money, prioritize the most important systems and protect those first. Shutting down or selling unused equipment may free enough budget for a properly rated UPS, but avoid treating an unknown low-cost suppressor as equivalent protection. Also have the electrical installation and grounding checked, since a surge device cannot compensate for a larger wiring or grounding problem.
Start with established electrical and power-protection manufacturers and check the actual certification documentation, not just the marketing label. UL 1449 applies to surge protective devices, but finding one with integrated L5-20P input and L5-20R output may be difficult. You may need a listed rack-mounted SPD or UPS paired with the correct listed cord and receptacle arrangement.
This is also a budgeting problem. If replacing failed equipment is the only time protection gets funded, try framing the UPS or SPD as an ongoing infrastructure cost instead of an optional accessory. A staged replacement plan can be cheaper than repeatedly rebuilding an entire rack after an incident.
If the budget allows, look at a properly sized UPS rather than relying on a basic power strip. A double-conversion UPS provides better protection and power conditioning, though you should verify its input and output connector configuration carefully.

That approach only works if management actually commits to the recurring budget. Otherwise, the same cycle continues: defer maintenance, suffer a failure, and spend far more afterward.
