Why is my CPU fan always running fast and making noise?

Lately, my CPU fan has been a real nuisance. It's rattling and seems to be spinning at full speed all the time, even when my PC is just sitting idle. Once, I turned my PC off, but the fan kept running! I went into the BIOS to set the fan to silent mode, but that didn't help at all. I thought about using a thin rubber strip to dampen the vibration between the fan and heatsink, but I'm not sure if that's a good idea. I'm looking for options and trying to understand why my fan is acting up. For reference, I have an AMD Ryzen 7700X and my temperatures are: Package: 65.5C / CCD#0: 55-70C (varies a lot) / Cores (Max) 59C. The fan I'm using is a Phantek Peerless Assassin.

It sounds like there might be an issue with how your motherboard is communicating with the fans. Your temperatures seem a bit high too, unless that's under a heavy load. I use the same cooler (Peerless Assassin) on my R9 5900X and my idle temps hover around 30-40C—so there’s definitely something off here!

I was just browsing a lot when I checked the temps, so that might explain it.

One straightforward solution is to consider getting a new cooler and replacing the thermal paste. It could improve things significantly. I get that it sounds daunting, especially removing the old fan and paste, but it might be worth it! Liquid cooling could be an option too if you want to go all out.

That's kinda what I'm leaning towards, but I'm worried about messing up my CPU during the process. I'd prefer to avoid a complete replacement for now.
