My Windows 11 desktop shuts down and starts up normally, but choosing Restart causes it to hang with the monitor showing power-saving mode and only occasional disk activity. The system stops responding to keyboard input, so I have to hold the power button to turn it off. Because of this, Windows updates often fail and roll back. System file checks and other diagnostics have not found any problems. The PC is an HP Envy TE01 with 32 GB of RAM and currently uses a Radeon RX 9060 XT. I have also tried a different graphics card, but the behavior did not change. Fast Startup is already disabled, and the drive is less than half full. Could a BIOS setting such as XMP/EXPO be involved?

Since the drive has plenty of free space and the system has 32 GB of RAM, those are unlikely to be the cause. It may be worth checking whether XMP or EXPO is enabled in the BIOS, since an unstable memory profile can sometimes cause freezes during restart even when normal shutdown works.
