I'm building a system around a 9950X3D2 CPU and am looking for a quiet 360 mm all-in-one liquid cooler. Someone suggested the Noctua model, which I'm considering, but I'd like to hear about other reliable options and what to watch for regarding case compatibility, noise, and performance.

Thermalright’s AIOs are usually excellent value. Pick one of their 360 mm models that fits your case and has the features you want; there’s no need to chase a particularly exotic cooler for this processor.
Most reputable 360 mm AIOs will perform similarly with this processor, since many brands use comparable pumps and radiator designs. The biggest practical differences are fan noise, warranty, appearance, and control software. Corsair’s Titan 360 is a reasonable choice if you already use Corsair fans and want everything managed in one ecosystem.
The Arctic Liquid Freezer series is probably the safest recommendation. Its radiator is thicker than many competing models, so it performs very well for the price. Just confirm that your case has enough clearance for the extra thickness. If your case supports a 420 mm radiator, the Arctic 420 is also worth considering.
I’d go with the Arctic if value and simplicity matter. It has strong cooling performance, can run directly from the motherboard fan headers, and the company’s support is generally well regarded. The Arctic 360 should be more than capable, and it’s available with or without RGB.
The Noctua AIO is a solid, quiet option, though its radiator is not as thick and its styling is fairly plain. Unless your case airflow or radiator clearance is unusual, a good 240 mm or 360 mm cooler should handle this CPU comfortably.
