The overall parts list is reasonable, but if you can find a discounted CPU, motherboard, and memory bundle from a nearby retailer, it may provide 32GB of RAM and a stronger processor for similar money. A faster graphics card such as an RX 9070 GRE would also be worth considering if it fits your local pricing, since it offers a noticeable improvement over the RX 9060 XT at 1440p. Since you don’t have that retailer nearby, compare normal online bundle deals instead.
You can fit 32GB of memory into the budget immediately, but double-check the listed price because that particular memory kit appears dramatically overpriced. A Ryzen 5 7600X, an inexpensive tower cooler, a 1TB PCIe 4.0 SSD, and the RX 9060 XT can work well for 1440p. The main concern is the entry-level B650 motherboard; verify its BIOS support, power delivery, and upgrade behavior before choosing it.

Another value-focused approach would be to use a Core i5-14400F with a compatible B760 board and 32GB of DDR4, then put the savings toward an RX 9070 GRE-class graphics card. The tradeoff is that this platform has less attractive CPU upgrade potential than AM5.
For a midrange graphics card, you don’t need an especially expensive CPU or platform to get good performance at 1440p. As long as the processor is reasonably modern, the graphics card will usually be the limiting part. AM5 does offer better future upgrade options, but a meaningful future upgrade would probably require replacing the CPU, memory, and graphics card together.
