What GPU should I upgrade to for under $400 with a 650W PSU?

I'm planning a holiday gift for my sister, who currently uses a GTX 1660 6GB with a Ryzen 5 3600X, 16GB of DDR4-3600 memory, and a 650W power supply. I'd like to give her a substantial GPU upgrade for less than $400 USD. Used cards are fine as long as they regularly appear near that price, and I'm open to either AMD or Nvidia.

I already have a Ryzen 7 7700X and compatible motherboard that I may give her for a future birthday once DDR5 memory becomes more affordable. That platform also has an upgrade path to newer Ryzen 9000-series processors, so I'm inclined to keep that plan rather than switch platforms. For now, I'm mainly looking for the best GPU that offers a large performance improvement without exceeding the power supply's limits.

A newer midrange card such as an RX 9060 XT could be worth watching, but it may be difficult to find below $400 and is often closer to $400–$450. It should be a major improvement over the GTX 1660, though pricing and availability determine whether it makes more sense than a used high-end previous-generation card.

Before spending heavily on the graphics card, keep in mind that DDR5 prices may not drop soon—or may remain unpredictable for years. If the current AM4 motherboard supports it, a Ryzen 5 5600X3D or an inexpensive 5500X3D could extend the life of the existing system. That said, since you already own the Ryzen 7 7700X and motherboard, waiting for affordable memory and using that upgrade later is also a reasonable plan.

A used RTX 3080 is one of the strongest options that sometimes falls around $325–$350. Its performance is roughly in the RTX 4070 or RX 7800 XT range, although the 10GB of VRAM can become limiting in newer games at high settings. The main concern is power draw: while a quality 650W unit may handle it depending on the rest of the system, it is not the most comfortable pairing and the specific PSU matters.
