I'm planning to build a PC with a Ryzen 7 5800X3D, an RX 9070 with 16GB of VRAM, and either 16GB or 32GB of DDR4 memory. An online FPS calculator suggests the system may be CPU-limited at 1920×1080, which supposedly means losing performance. I mainly want the highest possible frame rates and have no real interest in 1440p or 4K, but increasing the resolution seems like it would reduce FPS. Does a bottleneck at 1080p mean I need to choose between lower performance at higher resolution or reduced performance from a CPU limit?

At 1080p and very high frame rates, the CPU is more likely to limit performance because the GPU can render the relatively small number of pixels quickly. At 1440p or 4K, the GPU has to do more work, so it usually becomes the limiting component and the average FPS drops. A bottleneck isn't automatically a problem—it simply describes which part is limiting performance in a particular situation.
Exactly. Moving to a higher resolution generally won't increase your maximum FPS; it can just shift the workload from the CPU to the GPU.
Ignore online bottleneck calculators. They use broad estimates and can't account for the specific game, settings, frame-rate target, or refresh rate. This combination will work well at both 1080p and 1440p; just choose the resolution you actually prefer.
The RX 9070-class card is fairly overpowered for ordinary 1080p gaming and is more naturally suited to high-refresh 1440p, with some 4K use depending on the game and settings. If 1080p is all you want, it will still perform well—you may simply leave some GPU capability unused. I would choose 32GB of RAM rather than 16GB for smoother multitasking and better longevity. A stronger newer CPU could help if you're targeting extremely high frame rates, but changing platforms just to avoid a calculator's warning usually isn't necessary.
