I recently upgraded from an RTX 3070 Founders Edition to a Radeon RX 9070 XT Nitro+. I play at 3440×1440 on a 34-inch ultrawide monitor, mainly FPS titles and single-player games. Will my Ryzen 5 7600 hold the new GPU back, or would upgrading the CPU provide a noticeable benefit?

You should be fine. At ultrawide 1440p, the GPU will usually be the limiting component, especially in visually demanding single-player games. There’s no real reason to replace the 7600 unless you’re seeing a clear CPU bottleneck in the games you play.
The best test is to lower the game’s graphics settings or resolution. If FPS increases substantially, you’re GPU-limited. If FPS barely changes and one or more CPU cores are fully loaded, then a CPU upgrade may help. For your resolution and current usage figures, I’d keep the Ryzen 5 7600.
Check your GPU and CPU usage while playing. If the GPU stays around 95–100% while delivering the frame rate you want, it’s being used properly and a faster CPU probably won’t raise average FPS much. A newer CPU could improve frame-time consistency and 1% lows, but only if the 7600 is actually limiting performance.
Look at the built-in AMD performance metrics or another hardware monitor rather than relying on general assumptions. If the CPU is around 80–90% usage while the 9070 XT is at 95–100%, that generally indicates the GPU is the current bottleneck, so your processor is doing its job.
