I have a new Apple Business Manager setup integrated with Microsoft Intune for MDM and volume purchasing. The iPad enrolls successfully, registers in Intune, and receives policies, but apps assigned through volume purchasing are not installing. I assigned several apps to all devices and deployed them in device mode, yet the iPad displays a message saying an App Store sign-in is required. What Intune or Apple Business Manager settings should I check to make device-based app installation work without requiring a personal Apple ID?

You normally do not need an Apple ID signed in on the iPad when using device-based volume-purchase licensing. Verify that the app has device licenses available, the licenses were synchronized between Apple Business Manager and Intune, and then review the device installation status and error details in Intune.
Required apps should install automatically on the device. Apps marked as Available generally appear in the Company Portal and require the user to start the installation, so make sure the deployment intent matches what you want.
First, check the app type in Intune. It should be listed as an iOS volume purchase app, not a regular iOS store app. If it is the correct type, review the assignment and confirm the license type is set to Device rather than User for the assigned group.
