There usually isn’t a legitimate product called a “Tier 2 account” that you can simply buy. Microsoft may increase model access and quotas as a subscription develops a usage and billing history. Since the account is new, try using the models and services already available to you, then request access or a quota increase through the normal Azure support and model-access process. The exact error matters too—it could be related to region, subscription eligibility, Marketplace settings, permissions, or quota rather than account tier.
An authorized cloud reseller might be able to help with billing or setting up an eligible Azure subscription, though they generally can’t bypass Microsoft’s access requirements. Buying credits could help with usage costs, but credits alone may not unlock a model or raise deployment quotas.
