I have around $400 available for a PC upgrade. My system currently uses an Intel i5-12400F, 16GB of DDR4 memory, and an RTX 4070. The processor feels like it struggles with heavily modded Minecraft, so I was considering an i7-14700F or another 13th- or 14th-generation Intel CPU. I'm hesitant to switch to Ryzen because that would require replacing my motherboard and DDR4 memory, and my budget probably wouldn't cover 32GB of DDR5. In other games, my GPU is usually around 80% usage at 1440p, while CPU usage is closer to 70% and memory usage is around 80%. Should I upgrade the processor now, add more DDR4 memory, or save the money for a larger future upgrade?

If you choose a 14700K or 14700KF, budget for a strong cooler; those chips can run very hot under sustained loads. The 14700F is easier to cool, but it still needs a capable tower cooler. I would avoid jumping to a 14900K on a modest board, since its extra heat and power draw may not be worth it for this upgrade.
If you want a drop-in upgrade, a 13th- or 14th-generation Intel chip makes the most sense because you can keep the motherboard and DDR4. A 14600K or 14600KF is a sensible performance-per-dollar option, while a 14700F is worthwhile if you regularly run demanding CPU-heavy workloads. Check motherboard support and update the BIOS before installing it.
Make sure the board has adequate power delivery and cooling, especially for an i7. A cheaper motherboard may need power limits enabled to prevent excessive heat.
