My PC was working normally when it suddenly shut down. Pressing the power button did nothing until I unplugged and reconnected the power supply cable. The computer now starts and I can hear Windows loading through my headphones, but the monitor stays black. The RX 570's fans also do not spin. I've tried restarting several times, and the display cable appears to be working. Does this mean the graphics card has failed?

It’s unusual, but a black screen doesn’t automatically mean the GPU is completely dead. Check whether the card is receiving power and whether it is firmly installed. If possible, test with another graphics card or try the RX 570 in another computer. That will help separate a failed GPU from a motherboard, power supply, or display issue.
The graphics card may not be dead. Since Windows appears to boot, the system is getting through at least part of startup. Power it off completely, reseat the RX 570 in its PCIe slot, and reconnect its PCIe power cable. Also try another display cable or port, and make sure the monitor is connected to the graphics card rather than the motherboard. Fan-stop mode is normal on many cards, so the fans not spinning alone doesn’t prove anything. If there’s still no image even in BIOS and the card isn’t detected after reseating, then the GPU or its power circuitry is a likely suspect.
You can also try forcing Windows into its recovery environment by interrupting startup several times, then booting into Safe Mode. Safe Mode uses a basic display driver, which can help identify a driver problem. However, if you never see the manufacturer logo or BIOS screen, Windows drivers are probably not the main issue.
I’ve tried turning it on and off more than ten times, but the screen remains black throughout startup.
The card normally spins its fans for about 10–15 seconds during startup, then stops when the system is idle. The cable itself seems fine, so I’ll check the seating and power connection next.
