I have a single Microsoft 365 E5 license in a lab tenant that I use for professional development. The Intune E5 features became available back in July, but as of September 8, 2026, Security Copilot still hasn't been provisioned. When I open the Security Copilot portal, I'm prompted to configure paid security capacity at the hourly rate instead of seeing the included capacity.
Security Copilot is already available in my work tenants, so I opened a support case last month. The support engineer confirmed that a tenant with just one Microsoft 365 E5 license should qualify for the included Security Copilot capacity. The documentation also says there is no minimum E5 or E7 user count or consumption commitment required.
Has anyone else with a small or single-user lab tenant received the included capacity, or are others still waiting?

I’m still waiting as well. Nothing has appeared in my production tenant yet, and I haven’t found anything on my side that would block the default workspace from being enabled.
My guess is that Microsoft is enabling this in stages, with larger customers being handled first. Smaller lab tenants may simply be near the end of the rollout, although there’s no clear timeline.
It may be a service-side provisioning issue. Opening a Microsoft support case is probably the best way to get the tenant checked, especially since the licensing documentation says a single E5 should qualify.
I briefly got past the capacity screen by clicking the title in the upper-left corner, and the main Security Copilot interface opened. Unfortunately, it only worked for a few minutes before asking for paid capacity again, so it wasn’t a real provisioning fix.
