What CPU upgrade would improve Rust FPS and 1% lows at 1440p?

I play Rust at 1440p with an i5-12400F, RTX 4060, and 32GB of DDR4 RAM. I use very low graphics settings and have already optimized Windows and my configuration. Around Launch Site and other areas with many bases and players, my FPS falls to roughly 45–60, CPU usage reaches 80–100%, and GPU usage stays near 60%. In open areas, I usually get around 80–110 FPS. Would an i5-13600KF or i5-14600KF provide a noticeable improvement in average FPS and 1% lows compared with my 12400F, particularly in busy areas? Or would it make more sense to sell my motherboard and switch to an X3D Ryzen chip such as the 5800X3D? I am trying to improve stability without spending too much.

An X3D processor is generally a strong choice for Rust because the extra cache can help CPU-heavy games and improve frame-time consistency. However, moving from your current LGA1700 system to AM4 means buying another motherboard, and the 5800X3D is an older chip. If you go that route, compare the total cost of the motherboard, CPU, and possibly cooler against simply upgrading your existing platform. A reasonably priced 5700X3D or 5800X3D could be excellent, but it still cannot guarantee 70–80 FPS in every high-population location.

Before replacing anything, check whether one or two CPU threads are saturated rather than relying only on total CPU usage. Rust can be limited by a few busy threads while overall usage looks lower. Also verify that your memory is running with XMP enabled; DDR4-3200 is fine, but running below its rated speed can hurt minimums. Updating the game and testing a busy server with the same settings will give you a better comparison than looking at average FPS alone.

Your symptoms point to a CPU limitation in busy areas, but there is no guaranteed upgrade that will lock Rust to 70–100 FPS everywhere. A 13600KF or 14600KF could improve performance and especially the 1% lows, but with DDR4 the gain over a 12400F may be closer to a moderate improvement than a dramatic one. The 14600KF is probably not worth its price unless you can get it very cheaply, and remember that Intel 13th- and 14th-generation CPUs may require a BIOS update and a capable cooler.

My RAM is probably DDR4-3200. I mainly want the busy areas to feel more stable rather than chasing the highest possible average FPS.

The RTX 4060 is not the main problem here if GPU usage is only around 60%. Lowering resolution or graphics settings will not fix a CPU bottleneck. Rust performance also varies heavily by server population, map location, bases, and optimization, so reports from other systems are not perfectly comparable. A faster CPU may help, but expecting a consistent 100 FPS around dense compounds is probably unrealistic.
