I'm completely new to coding aside from using Scratch in elementary school, and I'd like to build a university project that organizes the school's resources in one place. I'm not sure whether I should make it as a website, a mobile app, or both, and I'm confused about which technology to start with. I've seen JavaScript, TypeScript, C++, Dart, Flutter, and other options recommended. What would be a sensible learning path for a beginner, and which technologies fit this kind of project?

Keep the first version very small. If the university resources are mostly links, documents, contact information, or schedules, you may only need a simple website with HTML and CSS, plus a little JavaScript for search, filtering, or navigation. Once you add accounts, permissions, user-submitted data, and saved information, you’ll also need a backend, database, and authentication. Building a small static prototype first will make the project much easier to understand and finish.

Exactly—don’t choose a framework before deciding what the first version actually needs to do. A prototype with a few organized resource categories is a much better starting point than trying to build a full university platform immediately.
