I have plenty of available iCloud storage, with automatic backups enabled, iCloud Photos optimization turned on, and unused apps set to offload. Despite that, my iPhone frequently runs out of space while recording videos, stops recordings early, and asks me to delete content before I can continue. Photos and videos sometimes take a while to download before I can view or edit them, so I'm confused about why they still consume so much local storage. Photos currently use about 11 GB, and I have roughly 5 GB free after recently deleting thousands of items, but the storage fills up again quickly. Is there anything else I should be doing, or is the real solution simply getting an iPhone with more built-in storage?

The download delay is actually consistent with optimized storage: the full-resolution original is in iCloud, while the phone keeps a local version or thumbnail. When you watch or edit something, it may need to download the original temporarily. Optimization is automatic rather than a guarantee that every local copy disappears immediately, and iOS also needs working room for caches, edits, and temporary video files. Empty the Recently Deleted album in Photos, review large videos and downloaded media, and leave a reasonable amount of free space instead of running right at the limit.
If you want to reclaim substantial space, copy older photos and videos to a computer or another external storage service, verify the copies, and then remove them from the iPhone and Recently Deleted. iCloud Photos is synchronization, not an archive: deleting a photo from the phone while iCloud Photos is enabled also deletes it from iCloud. If most of the storage is genuinely needed for photos, apps, and video recording, a phone with more built-in capacity may be the only long-term fix.
iCloud storage and iPhone storage are separate. iCloud can store backups and synced photos, but it doesn’t function like an expandable drive or microSD card. Your phone still needs enough local space to record a video, process it, and keep frequently accessed photos available. Check Settings > General > iPhone Storage to see what is actually using the space, and make sure Photos has Optimize iPhone Storage enabled. If the phone is already nearly full, recording can fail even when iCloud has plenty of room.
That helps clarify the distinction. Optimize Storage is already enabled, but Photos still grows back to around 11 GB after I clear space, so I may need to move older videos elsewhere or consider a higher-capacity phone.
