I recently upgraded my power supply to a 1000W unit and got a 4060 TI GPU, plus 32GB of DDR4 RAM. However, my computer is still running really slow and choppy. My current CPU is an Intel i7-9700F, and my motherboard is a PRIME H310M-E R2.0. I'm considering doing a major overhaul but I'm not sure what components I need to upgrade to improve performance. Any advice would be appreciated!

Your power supply is definitely overkill for what you have, but it's good for future upgrades! To really boost your performance, you should consider upgrading your CPU and motherboard. Intel's 13th and 14th Gen CPUs have been less impressive, whereas going for AMD’s 7000 series could be a better choice. Plus, you might need new RAM depending on what you choose. It’s a lot to think about, but AMD could be worth it in the long run!
You should start monitoring tasks to see what's consuming your CPU power. If you're hitting 100% CPU usage often, there might be background processes draining resources. Open up Task Manager and check the usage of the top apps; that’ll give you clues as to what’s slowing things down. There also could be malware affecting performance.
What are you seeing on your screen when it's slow? If it's mainly with browsing and multitasking, even opening tabs can crash or freeze your screen. It could be that your settings need a refresh or maybe a clean install of Windows could help too. Don’t stress too much; many have gone through similar issues!
It sounds like you might want to check your storage first. Slow performance could be due to how your storage is acting. Is your PC choppy during all tasks or just when you're running multiple things? The i7-9700F is pretty capable, so something else might be bogging it down. Also, keep an eye on your RAM usage; if it's close to maxing out, that could explain the lag too.
