Why does the Windows 11 volume mixer keep changing levels by itself?

My Windows 11 volume mixer changes the levels on its own whenever it's open. The slider repeatedly moves between the level I set and a lower volume, then goes back again. I'm not sure what could be causing it. Could a stuck key or another hardware issue be triggering the changes?

A stuck or accidentally triggered volume key could cause this, especially if the keyboard has dedicated media controls. Check whether any volume keys are being pressed, and try disconnecting the keyboard or testing with another one to rule out a hardware problem.

I don’t think the keyboard is being pressed. It’s fairly new and stays on a tray that slides underneath the desk, but I’ll test it disconnected to be sure.
