What are the numbered folders in C:WindowsSystem32?

I found folders named 1028, 1029, 1031, 1033, 1036, 1040, 1041, 1042, 1045, 1049, 1055, 2052, and 3082 inside C:WindowsSystem32. Some are only a few hundred kilobytes, while others take up around 15 GB. What are these folders, and is it safe to remove any of them?

Do not manually delete random folders from System32, even if they look unnecessary or are taking up a lot of space. Use Windows Disk Cleanup or Storage settings, including the system-file cleanup options, to remove files that Windows has marked as safe to delete. If storage problems continue, back up important data and consider a clean Windows installation rather than deleting system folders.

Deleting numbered folders without knowing their purpose can easily break Windows features or installed software. The fact that a folder is large does not mean it is disposable.

These are Windows localization folders. The numbers identify language and regional settings—for example, 1033 corresponds to U.S. English. Their contents may be used by Windows or installed components, so they should be left alone unless you are following specific documentation for a supported cleanup method.
