Yes, the fans may have been damaged along with the hub. Modular PSU cables are not universally wired on the power-supply side, even when the connector fits. Using cables from another PSU can send voltage to the wrong pins and destroy connected components. Stop using those cables and test only with the cables that came with the replacement PSU.
Never reuse modular cables between different power supplies unless the manufacturer explicitly confirms that the pinout is compatible. The SATA drive and fan controller are likely casualties of the incorrect wiring, and other components could also have been affected, so inspect everything carefully before powering the system again.
If a fan works when connected to a particular hub port, try connecting each fan to that same known-good port. Any fan that still fails there is probably damaged. The same applies to the RGB and speed-sensing circuitry, which can fail even if the motor still spins.
