How Can I Restore My WhatsApp Data From a Cloud Backup?

I experimented with LSPatch and ended up reinstalling WhatsApp. I normally have daily cloud backups enabled, so I never made a separate local backup. After reinstalling, WhatsApp isn't offering to restore anything, even though my account appears to have a 16 GB backup. Is there a way to recover my chats and media?

Make sure you're signing in with the exact same phone number and Google account that were used to create the backup. Then uninstall and reinstall WhatsApp, verify the number, and accept the restore prompt when it appears. Also check that Google Drive can see the backup and that WhatsApp has the required permissions. If the restore prompt still doesn't appear, the backup may belong to a different account or number, may be end-to-end encrypted and require its password or key, or may not be accessible anymore.

I didn't make a local backup before reinstalling, so I only have the cloud backup to work with. WhatsApp still isn't detecting it even though the backup is listed as about 16 GB.
