I'm super frustrated right now because I want to install Windows 7, but I've hit a major roadblock. I'm usually pretty good at these things, but I encountered an error that says, "WINDOWS COULD NOT COMPLETE THE INSTALLATION!" This is my first time trying to install an older version of Windows. I've successfully installed Windows 10 and some modified systems before, but this is a whole different beast. Can anyone help me figure this out?

Honestly, I wouldn't recommend using an old operating system like Windows 7 anymore. It's not safe since it doesn't receive security updates anymore.
Are you trying this on a VM or real hardware? Newer Intel chips and most Ryzen processors can have issues with Windows 7. If it’s a VM, double-check the settings and make sure your ISO file isn’t corrupted.
You should ensure that you’re installing to an MBR partition. If your computer only supports UEFI, you might run into a lot of trouble with this.
*Reply by TechWhiz42:* I did try installing from a different partition! I have Windows 10 on one and an empty partition on the other. My PC's pretty ancient (13 years old).
