My husband accidentally took his phone into the lake while swimming. After realizing it, he pulled it out and saw a warning about water in the charging port, but it initially seemed okay. Later, the phone wouldn't turn on, even though it was charging at 33% when he last checked. When he plugged it in, the charger had some water on it after pulling it out. We even tried using power sharing with my S23, and while it says it's charging, there's no vibration or any sign from his phone. It's currently in a bag of silica gel. Any tips on what to do next, or is the phone likely toast? Thanks!

Have you tried doing a hard reboot? You can find instructions for that on Samsung's support site. If that doesn’t help, let the phone dry out in a warm spot. If you're using a hairdryer, use the lowest setting to dry out the USB port. You might also want to dry the charger since it probably has some water in it too.
You might want to wait a bit and see if it gets worse; if it does, consider taking it in for repair. Sometimes these things can just take a little time.
I had a similar experience when I got caught in the rain with my S23. I left it unplugged overnight and only used wireless charging for a couple of days afterward. I think trying to charge it too soon after it got wet might have caused some issues. Best to let it sit for a few days and see if it comes back to life!
